Yes. We print CMYK with a white underbase and profile every roll for consistent, repeatable colour. Send a Pantone reference for spot-critical work.

It depends on colours, fabric and run size. Screen printing wins on unit cost once a run is large enough to justify a screen per colour. DTG needs pretreatment on dark cotton, which is where most of its extra cost hides. Vinyl is fine for one or two colours and stops making sense past that. DTF handles all of those on one film.
